How to add options to the "use" menu of your docs add-on

This is Sciwheel, a popular Google Docs add-on. They have a lot of custom options in the "use" menu. This screen is accessed from extensions > add-ons > view document add-ons.

I can not find any documentation in the official docs on how to modify this, or even any acknowledgement of this feature. How to do it?
