Create Addon But As Web App

Is there a way to create add-on but not with Cards on sidebar of Google Apps but hosted as web apps separately? 
If there is, can anyone give me links to such documentations and/or blogs?

I don't believe so. Because it is an "add on", you have to use the base functionality of the product you are adding on to. You can add some stuff via modals and html, but that is very limited and doesn't act like a true addon.

What about add-ons like Kami and Sketch up they seem like they're being hosted as web app and still listed as add-ons?

There are two categories of add-ons Google Workspace Add-ons which are card-based and editors add-ons with allow html/css and client-side javascript(but only for sheets, docs, forms and slides).

Outside of those, some corporate vendors have business-to-business(B2B) license agreements with Google where they can provide a level of integration with their products that layman developers simply don't have access to.

So either the add-ons you mentioned are editor add-ons or its a B2B scenario.
