Script to import CSV from local hard drive to Google Sheets

I'd like to write a script that will import a CSV file on my hard drive into a tab in my Google Sheets spreadsheet.  I've seen tutorials on how to do this with CSV files that are already on Google drive, but I can't find anything showing how to do it when the CSV file is on my hard drive.

You can download google drive to your computer. When you add anything to the drive folder on your hard drive it will automatically sync with the Google Drive for your account.
