Experience: Ten plus years of experience.

 

Education: Four year college degree or equivalent study and experience in the area of computer science. Advanced studies preferred.

 

Description of Skills and Knowledge include:

This is a professional level position which requires skills and knowledge in the following areas:

·         Extensive knowledge of one or more database systems, and is capable of hands-on work in all phases of database design and management

·         Designs, develops, and implements infrastructure to provide highly-complex, reliable, and scalable database to meet the organization's objectives and requirements

·         Analyzes organization's business requirements for database design, and implements changes to database as required

·         Performs systems analysis on database, and resolves performance, capacity, and replication issues as necessary

·         Provides detailed design and specification documentation, including flowcharts, for all aspects of the database

·         Participates in the identification, prioritization, and development of technical initiatives and strategies

·         Develops and maintains database standards and naming conventions

·         May supervise other contractors

·         Experience necessary to evaluate the current data, database structure, the associated application, reporting needs, and then to design and build new databases to meet business requirements

·         Exceptional data design principles and practices expertise

·         Excellent written and verbal skills to effectively communicate while developing new business processes and software solutions, as directed by business and technical stakeholders

·         Utilization of exceptional data modeling, data validation, database design, and reporting methodologies to meet business needs

·         Ability to interpret user requirements and translate the information into design specifications

·         Skills necessary to develop database specifications that accommodate data resulting from interfaces with other agencies

·         Competence in creating reasonably accurate time estimates and work schedules

·         Forming and implementing test processes and procedures

·         Creation of a data migration plan and execution of data migration work

·         Formation of specific recommendations for alternate methods of solving needs or issues

·         Creation of content for operational documentation to be provide to Technical Writers

·         Prescribing and utilizing tools necessary to build, implement, and test the full backend solution

·         Providing documentation according to agency standards

·         Working within an Agile development environment

 

Specific Skills Required (Programming languages, databases, operating systems, etc.)

Scope of work includes, but is not limited to: Creation of a new SQL Server database associated to an application rewrite effort, data management, migration of SQL Server legacy data to the new database, and production of reports and reporting functionality to satisfy business requirements. This person must have a high level of expertise in SQL Server and Business Intelligence technologies, products, practice, and implementation.

 

Skills required:

Scope of work includes, but is not limited to: Creation of a new SQL Server database associated to an application rewrite effort, data management, migration of SQL Server legacy data to the new database, and production of reports and reporting functionality to satisfy business requirements. This person must have a high level of expertise in SQL Server and Business Intelligence technologies, products, practice, and implementation.

 

Expected Deliverables:

•           Design, build, and implement an optimized database as a component of the Department’s rewriting of the child protection, foster care, and adoption application

•           Migration of legacy data from the current application to the new database to ensure business continuity

•           Design, build, and implement reporting functionality that satisfies business requirements related to the implemented database

•           Implementation of data validation enforcement as required

•           Design and execution of comprehensive database and report testing

 

Highly qualified candidates will possess (not required):

•           Working knowledge of a modern Vital Records and Health Statistics system

•           Working knowledge of a modern SACWIS/CCWIS system for Child Protection, Adoption, Foster Care Licensing, Interstate Compact and Indian Child Welfare

•           Experience working with government agencies
