Provisioning API access for delegated administrators

I'm trying to access Provisioning API, using delegated administrator account. This account is NOT a "Super Administrator" and only has "Read" rights in Organization, which should be sufficient, since I only need to get list of users in the domain. I've also enabled provisioning API in domain settings. However I'm always getting "You are not authorized to access this API" error. Is it at all possible to access this API, using restricted "delegated administrator" account?

We've been around the houses with this and our Google Edu support,
it's superuser, oauth or nothing..

Bit of a security hole I think..
