User email uploads section missing

I am following the instructions to setup Google Apps for an Exchange migration and the first step is..

"In the Google Apps control panel > Advanced Tools tab > User email uploads section, select
the check box for Allow users to upload mail using the Email Migration API."

However my Google Apps for business control panel > Advanced Tools tab does not have a User email uploads section
The sections that I see are...

Create multiple users

• Download Directory Sync

• Set up single sign-on (SSO)

• Advanced Password Settings
• Manage OAuth domain key
• Federated Login using OpenID
• Manage third party OAuth Client access

• Email Migration API

Google Apps desktop features
Restrict email delivery

Can you please tell me where the User email uploads section is?
