Why does Google request that the Oauth scope be included in the XML app manifest?

The scope of the app is usually defined in the app code. No?

Well, for starters, it lets the marketplace know what required permissions are, so that it can tell the user what the app will be accessing. It's not like it's going to parse the application code to figure out what scopes are being requested. :-)

Hello Antonyaa
As David mentioned in his answer, when building a Marketplace app you have to specify the scopes in the Application Manifest. You can see an example here. Besides this your code will have the scopes as well.
