Setup Email monitor for entire domain

Hi All:

I want to setup email monitor for all users in the entire domain. It seems that Email Audit APIs only allow one user per monitor.

Is it possible to setup an email monitor for all users in a single call? If not, is it possible to get a list of all users in a domain?
