ERROR: 412: There are not sufficient licenses for the specified product-sku pair - conditionNotMet

Hi 

I am trying to assign VFE to bulk users (~400) but its giving me below error message .I have done the same command many time in previously successfully but giving error message 1st time. Also when I checked console its Google Apps License not VFE

C:\abc>gam user username add license vfe

Adding license Google Vault Former Employee to user user...@abc.com

ERROR: 412: There are not sufficient licenses for the specified product-sku pair

 - conditionNotMet

Please Help.
