GAM ADV - Error while trying to create a project

This is my first interaction in the GAM group and I hope you can help me with a problem I'm having when using Advanced GAM.

I work in a company that provides consulting and support to some clients, in this specific case, I am not able to create the GAM project in the client's organization.

I made a call with the user who has super administrator privileges, I verified that he currently has the Project Creator and Billing Administrator privilege at the organization level.

The user currently uses the Windows 11 64-bit operating system where we follow the tutorial below for configuration:

We were able to install GAM through the .msi executable, we configured the environment variables normally and as soon as we ran the command gam config drive_dir C:\GAMWork verify we received the output as expected.

Same thing with the %GAMCFGDIR% dir, the output was exactly the same as the documentation available on github.

Following the documentation, after, when we run the command "gam create project" the problem started, the project is simply not created, in the CMD there is only a message of:

Creating project "GAM Project"...
Checking project status...

Checking project status...
Project still being created. Sleeping 1 seconds
Checking project status...

The message "project still being created. Sleeping..." keeps appearing until simply a generic message of "Unknown error the project cannot be created"

I reviewed the settings on Google Cloud and apparently everything is ok, can anyone help me?
