Need Google Cloud Platform Subscription to Work GAM?

Hello! 

I work for a school district and we have Gmail accounts for all our students through GAFE. I am interested in using "GAM for GSuite" to assist in the process of updating/managing our students' accounts. However, when I tried to connect GAM to my G Suite Admin panel, it didn't work (I am a super administrator). Does GAM only work if you have a paid subscription to Google Cloud Platform? 

The message we keep getting is this one:

Creating project "GAM Project"...



Checking project status...

No, paid GCP is not needed for GAM to work.

You are hitting a quota on the max number of API projects you can create. Try using a different Google user to create the project.

Thank you for your reply! Does the other Google user also have to be a super administrator or does it matter?

(Sorry if I accidentally repeated this thread, btw. I didn't see it at first after I submitted it.)
