Using GAM to migrate a suspended or archives users mail to another mailbox

The admin.google.com mail migration feature changed in recent months\years, you use dto be able to migrate the mail when deleting a user, now you use a different tool that requires validating from the source account. This can be troublesome because that users is often suspended and or archvied. In that case you must unarchive and unsuspend the account in order to validate the request to migrate data.

Is there a way to blanked validate a super admin account so this validation process can be skipped? Maybe GAM has a way to migrate a users mailbox to another account?

GAM has no mailbox migration capability.
