- Add the calendar to one user's account via "Add by URL". Check the box for "Make the calendar publicly accessible?" when adding.
- Now go to the settings for that calendar and get the Calendar ID (which is a rather funky email address like udgtdt974efdsafode8a73gj0ds5...@import.calendar.google.com).
- Use that address to add the calendar to other users with the GAM command:
