Error runing the delegates..error 600

Has anyone seen this..I trying to give an super admin delegate access to another user's account and keeping getting error 600..Domain cannot use API...I am running other commands just fine...any ideas?  I am using GAM 3.65

I am getting the same error 600 when running this command as well....."gam all users show delegates"....any ideas?
