We are trying to have all student email address upper case to make it obvious that a student is being emailed.

However we have noticed that updating a user account with GAM can work with and retain all upper case characters but whenever we create new user with GAM it always defaults back to lower case.

We are using GAM 3.21 and that "bug" is supposed to be fixed, but we still see the problem.
