Give a Tech access to only a portion of gam

Does gam require SuperAdmin to be able to grant a level 2 Tech access to say the Users features/commands of gam?

I would like to restrict the access to other portions.  Is there a document/process to do this?  Would I temporarily grant SuperAdmin, run gam setup, on X the desired APIs, then remove SuperAdmin?
