Forwarding address Error

I get this error when trying to use forwarding address.

gam user tech add forwardingaddress tech...@workplaceemail.com


ERROR: User tech@workplaceemail: unauthorized_client: Client is unauthorized to retrieve access tokens using this method, or client not authorized for any of the scopes requested.

Not sure what I'm doing wrong. 

Any one have this issue?

What does this show: gam info user tech

Do: gam user tech check serviceaccount
