How to setup GAM with an existing GCP

We use Terraform to manage our GCP. We have successfully created a GCP project. How to make GAM use this existing project. Can someone point me to a documentation with similar cases. In GCP,  we are only allowed to impersonate the service account, which seems to be the problem, as GAM expects a Google Workspace Super Admin.

Could someone give some tips, or had similar experience.
