Passkey for 2-step verification requirement

Hi All,

I'm working on requiring users to set up 2-step verification and I was wondering if there was a way that the user setting up a passkey would satisfy the requirement.

I've looked online and through these conversations, not sure if I'm just not seeing the answer (apologies if I am). My team has been testing this and setting up a passkey doesn't seem to register in the Google Admin Console that the test user has 2-step verification enabled by just setting up a passkey. 

Am I misunderstanding the use case of passkeys as they currently are? Are they intended just as a replacement for a password and 2-step verification after 2-step verification is enabled with a different method first?

The setting to allow passkeys for user login in the admin console remains in beta. While passkeys are an exciting new technology I personally do not feel they've reached full maturity yet and Workspace doesn't offer enterprise reporting and controls for them. I recommend customers concerned about these areas continue to use 2SV and security keys until passkey matures further.
