setting the thread environment variable in PowerShell $env:GAM_THREADS=20

I was reading the "Bulk Operations" section, and I decided to set my PowerShell environmental variable as suggested:

$env:GAM_THREADS=20

So how do I utilize that?  Will PowerShell just know, or do I have to somehow execute more than one command at a time?

According to my quota/reporting tool on the API console, I'm getting less than 1 request a second.
