Getting Started with GAM via Google Cloud

Hi! I'm new to using GAM, and have been experimenting with it. I'm looking into using it via Google Cloud Shell with my team, but I have been struggling with configurations. I'm wondering if there are any best practices or tips for using GAM in this way, or if it's more practical to use GAM locally on our laptops, given that we're a small team. 

Additionally, I'm sure this has been asked before, but what's the most practical way to manage massive amounts of data and permissions within Google Drive via GAM? I'd like to change sharing permissions for numerous files that are currently shared via public links.
