Change drive file ownership

I'm trying to change ownership of some files and folders from one user to another. I batched ran but it would fail on some so I figure one one of the Id's was a folder so i tried the transfer ownership and still doesn't seem to work.  I'll put both command.  Any help would be appreciated.

This worked for most

gam user brandon transfer ownership 1c9FOR1x1EfidYsFtSVAxQVfat1fsmOEG nancy

User: brandon@domain, Transfer Ownership 1 Drive File/Folder
  User:  brandon@domain  , Transfer Ownership Drive Folder: ITRT Google Forms ( 1c9FOR1x1EfidYsFtSVAxQVfat1fsmOEG  ) Got 5 Drive Files/Folders that matched query (' 1c9FOR1x1EfidYsFtSVAxQVfat1fsmOEG'  in parents) for  brandon@domain  ...    User:  brandon@domain  , Transfer Ownership 0 Drive Files/Folders to User: nancy@domain

The first step changed ownership of  collection of file/folders from brandon to nancy.

The second step didn't do anything because brandon is no longer the owner of the folder.

Perhaps the API took a while to confirm she was the owner because it initially reported he was.
