Show only top level folders of a shared drive

I'm trying to get a list of only the top level folders of a shared drive. Looking at another command that works for the My Drive root location, I expected it to work but does not when using the shared drive id.

This works

gam user steve show filelist query "'root' in parents and mimeType='application/vnd.google-apps.folder' and trashed=false"

This does not

gam user steve show filelist query "1I5El3RMzgX9L0Rein9HVMGW99Jq1WE_r in parents and mimeType='application/vnd.google-apps.folder' and trashed=false"

Getting all Drive Files/Folders that match query ('me' in owners and (1I5El3RMzgX9L0Rein9HVMGW99Jq1WE_r in parents and mimeType='application/vnd.google-apps.folder')) for st...@domain.com
