Mass Updating Contacts

I'm curious if anyone is doing this at all and how do I write the command in GAM to do it. I also haven't tried this all yet. It's something I thought about today during a meeting.

We update a csv file and send it out to staff when new staff are hired and when staff leave. I'm wondering if there is a way to do this in GAM. I see that I can add an individual contact, but I want to bulk update. So my though is that I need a command that nukes the contacts from everyones contacts in Google and then a command that uploads the new file to everyones account. Any thoughts? Or is this a bad idea?

I have the ability to set up an automation so when the file is updated it triggers Powershell to run the commands automatically.
