adding new users with csv

I am trying to add new users with with csv. 

This is the command I used:

gam csv /Users/gershoneisenberger/Desktop/Spreadsheets/GAM/newteacher2024.csv gam create user “~primary_user_email” firstname “~fname” lastname “~lname” org /Teachers/ password '******' changepassword on

This is the error I keep on getting: ERROR: 400: Invalid Input: primary_user_email - invalid

Any guidance would be appreciated,

The CSV file must have the following header row(based on your command):

primary_user_email,fname,lname

The error is not about the column name, it says that the email address itself is invalid.
