to GAM for Google Workspace
I am stuck in a loop trying to install GAM on a new PC.  I have an existing GAM project API.  Is this something I need to erase and re-create the project?

There is the error that I am receiving:

Project creation failed. Trying again. Say n to skip project creation.

Any Help is appreciated.

The error indicates you have to many GCP projects. You can (and should) delete unused projects.

I have deleted all open projects for GAM.

same error:

I have requested an increase in Projects... I only have 2 open projects.

Projects don't actually go away for 20 days after deletion.

After a fresh install and project creation. I cannot perform any commands.  
I assume I have missed a step when performing the install.
