Resource Calendar Customer ID Requirement

to GAM for G Suite

I'm trying to edit a resource calendar which is @resource.calendar.google.com rather than @mydomain.com

It seems this requires a customer id. Does GAM support this?

Yes. GAM sets customer I'd automatically. Generally it just sets it to "my_customer" to tell Google to use the id of the current admin's domain.
