Update Member to Manager failing - "memberKey"

Hi all,
Trying to make a member of a group into a manager. This member is actually a group email address itself. I was able to add this group email to the larger group as a member using:

gam update group gr...@domain.com add member nomail user user...@domain.com

I am trying to update usergroup@ once added to be a manager of group@. Using Command:

gam update group gr...@domain.com update manager user nomail user...@domain.com

I receive this: 

Update to MANAGER Failed: Invalid Input: memberKey

When trying to originally add usergroup@ to group@ right away as a manager, I got the same error. Wondering what I can do to bulk add/update this group to be a manager. Weird that it would let me add it as a member, seeing as it's mostly the same syntax. Thanks for any help!

Groups can not be managers/owners of groups.

Best way to allow a group of users to manage membership of other groups? Adding the individual users manually as managers to all groups isn't feasible.

As a suggestion, create a special role in the domain account, admin roles, say "Groups Admin" which has privileges to only manage groups.  I then grant that role to various users within the domain.
