"User-rate limit exceeded" when pulling all user forwarding settings.

I've got a weird issue which I am nearly certain is a Google problem, but wanted to see if anyone else is having it... as well as get some advice on how to report the issue to Google support.

I'm trying to run 'gam all users print forward' and it works fine on every workspace that I manage except one.  For that one, it will appear to run fine, but then starts failing on the 41st user every time, giving the error:

I can run this command on every other workspace that I manage, and it completes normally.  But this one fails at the same point every time, so I don't believe it is a GAM problem.  Is this the correct API endpoint to open a support case about?


...any other advice about how to phrase this is welcome.

Yeah, good call Ross.  That one user triggers the same quota error all by itself.  What could it be about this user that would trigger rate-limit for such a simple command?

Jay often suggests moving the user to a different OU and then back to their original OU.
Does that have any affect?

Just to close this out.  Google API support informed me that the user had been throttled due to “quota abuse” (2.5GB in IMPA transfer in 24 hours).  So the back-offs were legitimate.  Thanks for the assist Ross.
