"claim ownership" with a complication

Hi, folks,
     Our Assistance Center asked me to help transfer some folders from one user to another. This would normally be a job for "claim ownership". However, the users in question tried a simple ownership reassignment, which change ownership of the folder but not the contents. This leaves me with a question:
     If I change the ownership of those top-level folders back to the original user, will I then be able to claim ownership of them on behalf of the other user?

Thanks, Ross! That got me going. It also brought me to another question:

A requirement for this transfer is to cut off the access of the original owner. I didn't see a way to do this when I looked at the documentation. Is this going to be a separate step?
