I'm trying to work around an issue with accounts placed in Vault. We often have users who need to access documents in a user's Vaulted My Drive. Is there a way in GAM to bulk apply reader permissions to a user's entire G drive? I can see there is a way to bulk copy, but cannot find one that allows me to change only file permissions for more than one file at a time.

You casn do something like this:
gam redirect csv ./UserFiles.csv user us...@domain.com  print filelist fields id,name, mimetype
gam redirect stdout ./AllowReader.log multiprocess redirect stderr stdout csv UserFiles.csv gam user "~Owner" add drivefileacl "~id" domain domain.com role reader

Ross, is that a static change, correct?  As in it is generating a list of files to then give Reader permissions to.

But, is there anything where the entire My Drive and future files can have a Reader added to it?
My use case is different... trying to figure out the best way to grant one (or more sometimes) people access to a My Drive for Users on extended leave (lots of parental leave this year).

I don't know of any way to give someone access at the top level of a MyDrive.  However, as a suggestion you could create a folder in the top level of the MyDriver, move all the top level files and folders into that folder and then grant access to that folder.   I believe the permissions would be inherited down the entire tree.

It's at least worth a shot.
