Batch update stuck

I'm trying to create new users using batch update. However, it's stuck, it just shows Finished 0 of 5 processes for hours. Is there something wrong with my command, or the csv? my command is 

gam csv googleuploadtest.csv gam create user ~username firstname ~firstname lastname ~lastname changepassword on otheremail home ~otheremail Phone type Home value ~phone

The command should look like this (add primary to end):

gam csv googleuploadtest.csv gam create user ~username firstname ~firstname lastname ~lastname changepassword on otheremail home ~otheremail Phone type Home value ~phone primary

What is: gam version
