Correct Quotes in gam csv Create User

I'm getting an ERROR: 400: Invalid Input: INVALID_OU_ID - invalid when trying create users via csv. An example of the ou is /Student/Building Students. It has a space, what is the correct way to quote it in the .csv. Thanks.

Single or double will work.
gam create us...@bar.com org "/Student/Building Students" blah blah ...

Should that work as a field in a .csv. I've tried to quote it in the csv file single, double and double with single and get the same error.

Test file UserOrg.csv:
User,Org
test...@domain.com,/Substitute Teachers

Gam command: gam csv UserOrg.csv gam update user "~User" org "~Org"

No quotes in CSV file, quotes on command line.
