error 403 API forbidden

I do not know much about GAM. I use it to mass change some passwords for students (set it to 1234 at our K-2 school) with gam update user.

We had a couple new students and I went to change the passwords as usual, but now getting this message: ERROR: 403: Not Authorized to access this resource/api - forbidden

I don't know if I changed an API setting in Google Admin. Any advice is appreciated. 

I do know the current GAM version is older and I'm trying to figure out how to update but it doesn't seem to be connecting with Command Prompt. I've "updated" it in Cloud Shell (which I'm not familiar with) and not seeing it downloaded through Windows. I do not have a strong tech background and I did not install this initially.
