What do you mean sync? Are you using GAM here or is it GCDS?

In the admin console it says we have 279 licenses of that still available.

If I go to one of the users with that error, I can assign the license to the user manually.

Any ideas how to fix this?  Its been working fine for months.

My bad. I totally posted this in the wrong place.  Just ignore me.  I was doing work in both GAM and GCDS and its been a long weekend.
