Adding a License when adding a New User

My number of licenses always equals my number of users.  To add a new user, I currently have interact with the 
Google Admin interface to add one more license.  Lots of mousing and waiting.  

I would like to buy a license when I add a new user.  Is there a command like:

 gam [my domain] add license gsuitebusiness

or some option I can pass to 'gam create user' to automatically buy a new license when I create a new user?

There is a command to add a license.  Please see the following:

Here's me trying to add a license, which fails:

~% gam info domain | tail -4

User counts as of 2018-03-28:

  G Suite Business Licenses: 38

  G Suite Business Users: 38

  Total Users: 38

~% gam user deeleetme add license gsuitebusiness

Adding license Google-Apps-Unlimited (G Suite Business) to user deel...@domain.com

ERROR: 400: Invalid userId: deel...@domain.com - userNotFound



Hmmm...so if I make the user, then I can add a license for that user...

%> gam create user deeleetme firstname Dee lastname Leetme

Creating account for deel...@domain.com

ERROR: 412: Insufficient licenses for one or more products that are set to automatically assign licenses to new users - limitExceeded


...nope.  Would love to know what I'm doing wrong =)

You have reached your 38 licenses.  Do you have a reseller you get licenses from?  If so, then unless you have spare licenses, you will not be able to add valid users until you increase your license count.

I can buy licenses using the GSuite Admin web interface.  What I was hoping to find was a way to buy licenses using gam itself and thus avoid web browsing, which for me is not automatable.  It sounds like GAM does not support the actual purchase, but rather assignment of licenses.  I was confused b/c the term 'add license [sku]' is used in describing the gam command, leading me to believe that it could actually add a license to my GSuite account.
