Am I able to view and update the blacklist/blacklist exception URL list in Chrome User settings with a GAM command?

No. There is no API support for these settings, thus, Gam can't manage them.

Avrohom, I use Google Sheets to manage the content, and then just copy/paste from Sheets into the Chrome User Settings.

Yes, with an improper OU structure (meaning lots of parallel OUs with students and staff mixed), that means more work, but even then you can push the harshest rules on the root, and let it be inherited to all student OUs, and then exclude the Staff OUs.

That's not a bad idea - it's just that I was getting used to not having to log into the admin console to view settings and make changes.

While we are talking about this - it drives me nuts that Google doesn't offer an append option for the blacklist/blacklist exception lists. I want to have a master list for all students and add specific ones for different grades or divisions without having to maintain a million lists. But whatever

Yes!

Strangely, that's exactly how the Chrome Extension whitelist works!
It will list what is inherited an let you add local whitelisted apps.

No, the Chrome Extension whitelist feature.


Allowed Apps and Extensions this has the list of whitelisted extensions, and it shows both inherited and local apps.

oh - lol - I misunderstood. Yes that's the type of thing I would want. I use the extension whitelist to push my Google Drive insert image blocking and Google Drive remove Share button extensions

Oh, I thought you used the option just above it?

Force-installed Apps and Extensions

It's close, but it's not the same setting.

Yes, technically I do - but I also have the setting in between those two settings set to "Block all apps and extensions except for the ones I allow" - So  I put them in both

Understood, but I'm fairly sure that adding an extension to the Force Install list will automatically add it as whitelisted, in the background. 

Adding it to the whitelist also should accomplish nothing, since it can't be installed; it's already there.
