Using GAM on Archived Users

I am finding that APIs for drive and delegating email do not on users with archived licenses and not full workspace licenses.  Is this true and true for all APIs? Has anyone else seen this. 

User: <user>, Not Printed: Active session is invalid. Error code: 4 Drive SDK API access disabled

Thinking also this may be more that the user is disabled?

Correct, you can think of archive user data as generally static / read-only.

Archived Users are not accessible mailboxes, but more like Vault-Only.  Once the license type is assigned, there is no client-side access available, delegation settings are still in place, but inaccessible, and all messages will be rejected.  I believe you can use the APIs from GAM for license reassignment, but I haven't had a need to test that.
