Can GAM turn off Web History for individual users?

I have not seen any posts on this, so looking for some help...

I have been asked to enable Web History in our GAfB organization (https://support.google.com/accounts/answer/54068?hl=en). This setting is either on or off for all users (or user in sub Orgs).

Users then have the ability to turn it of individually if they want (https://support.google.com/accounts/answer/54057). The question being asked is:

"Can we enable Web History for the Entire Org, but then turn it off for all users, at the user level. Then give individual users instructions for turning it on, if they want it, rather than having it on for everyone."

Looking for any suggestions - was hoping GAM might have the ability to set that user setting, but don't see it in the Wiki

I guess this option is not exposed via the API...

The only information I can find, are instructions for users on how to manage, disable/enable Web History.

The admin must still enable it for the Organization, but that appears to automatically turn it on for all users, not just make it available if users want to use it. I am not sure absolutely sure about that, and will have to do some testing in our test environment to confirm that I guess.
