Drive Transfer behaving strangely

I've run a batch command:

gam csv C:\transfer.csv gam user ~Email transfer drive storag...@domain.org

But the result is not entirely what I expected. Now, when I log in to storag...@domain.org, I do see one folder per user (from the CSV) with files and folders within each, but I also see many, many other loose folders (all shared) in the Drive root. It's a complete mess.

Does anyone know why?
