Email notification when creating a new user.

I'm trying to create and send email notifications to new staff members via gam.  I'm using the following command "gam create user New....@howardschool.org firstname New lastname Test notify tony....@howardschool.org subject "New Emp" from ad...@howardschool.org password "****" org /_All\ Active\ Faculty-Staff"

The user successfully gets created but the email errors out with "User: new....@howardschool.org, Created

User: ad...@howardschool.org, Service not applicable/Does not exist"

I've tried changing the "from" email address but still get the same error.
