"Add Failed: Not Allowed" when adding specific user to course

I'm adding extra users to courses and am running into an issue for one user. For this specific user, I get "Add Failed: Not Allowed" when adding to almost all classes. For the first few classes they were added successfully, but now I can't add them to any other classes.  Other users can be added fine. I can manually add the teacher from within the Classroom GUI.  I have no idea how to begin troubleshooting.  Any advice would be appreciated!

UserCourseJoinRateLimitReached

UserCourseJoinRateLimitReached indicates that the user has already joined the maximum allowed number of courses in one day. For further information, refer to the "Group invitations and size" section of the Understand Groups policies and limits help center article.

This is a teacher. I did initially wonder if it was a rate limit of some kind (we're adding various teachers to about 500 classes), but the other teachers added ok, both before and after. I'll look through that documentation and see if anything else pops out - thanks!

Well that was quick.  It was a total group limit on that specific account.  When I went through and removed the user from all previous classes (most of which were archived), I was able to add the user to the current classes. However, I'm not entirely sure why that's the case - they were only in 915 old classes, and I think the limit is 3000 groups where a user can be a direct member.  I can't imagine that user is in 2085 other groups. I'll have to go look and see if I can pull that somewhere.
