Is there a way to duplicate (not rename) a Google account, such that all existing email messages and documents will be copied to a new account with a different name?

No. What's the use case for this? AFAIK you'd need to create a new account and then migrate all mail/files/etc to the new account.

Thanks for your reply.  We have a high level VP leaving our College.  The question was posed about duplicating his account, I believe for the purpose of letting him sort personal vs. official messages.

Can you advise on methods for copying messages from one account to another?  Or a way to export all messages from an account?

Hi,

Under management console, when you delete an account, you are asked if you want to transfer all the data to another user. I'm not sure if this transfers the emails as well. You will need an existing account in the system to perform this step.

The transfer during user deletion is only for Drive data.

You can use GYB, https://git.io/gyb to copy Gmail between users.
