Error 403: Request rate higher than configured. - quotaExceeded

We have approximately 2,100 users.  I'm continually getting "Error 403: Request rate higher than configured. - quotaExceeded", when running the following command...

gam print users fullname groups > ~/Desktop/users.csv

What have I done wrong?
What do I need to do, to resolve this?

I just ran into the same thing. I got to 937/1186 before this error popped up.
