gam create project --> ERROR: 400: Request contains an invalid argument. - 400

I am new to GAM and just installed it:

Python 3.8.2 64-bit final
google-api-python-client 1.8.0
Windows 10 10.0.18362   AMD64
Path: C:\GAM

I then:
1. Opened powershell
2. gam create project
3. Entered my G Suite admin email address
4. Copied/pasted link into browser, clicked Allow
5. Copied/pasted verification code into prompt
6. The following was printed (I removed the project ID from the text)

What am I doing wrong?

What email address did you use to create the project? It must be a G Suite user.

I am not a G Suite user, I just have a personal email account (@gmail.com).

Does this mean I can't use GAM?

My goal was to recursively transfer file ownership of tons of files in my Google Drive.  I came to GAM based on this: https://github.com/davidstrauss/google-drive-recursive-ownership/issues/3#issuecomment-225864448
