GAM says we've exceeded quota

I am trying to use the GAM tool to set the moderation level on a large number of groups.

I get the following error whenever I run it either individually or as part of a script.

All other GAM functions appear to work so I'm not sure what I'm doing wrong.

The command I'm running is "gam.exe update group sampl...@sample.com settings message_moderation_level moderate_all_messages"

Here is the error I get.
