GAM to enable Web & App Activity?

Is there a way to have GAM enable Web & App activity in an account to be ON? Seems like there was at one point a way to do it in the Admin Console, but they removed it.

It would help in tracking down search history of problematic students.........

Hi Eric and Ross,

Did you find a way to enable the Web & App Activity and enforce it to stay enabled?
I am in the same situation as Eric, where I need to track down the search history of some problematic users.
