Transfer / send ALL emails to another account

Hi,

with the options in GAM for GMail Messages and threads I think it should be possible to 

- make a query to list every single message in a given account
- send every of those message to another account

Would anyone know how to query for a list of every message (like "All Mail" in Gmail)?

To give some background and a reason for doing this:

Archiving mostly. The account is somehow blocked for POP (even though less secure apps is on, all tokens are gone, 2fa is off, POP is on) and I need to transfer emails exactly the same way the google "check email from another account" option works - were it uses pop and pulls all emails into a label "us...@domain.com

There is always Google Takeout...  or Delegation.

How would you go by using takeout / delegation only when you want to accomplish the following scenario:

"user1@" has left my company

"archive_emails@" is my one and only account for archiving everybody. Inside this account there are Gmail labels by the names "user@" and I need my newest terminated employee "user1@" to be in there as well.
