Why do I have to create a new "GAM Project" in my Google Cloud every time I setup GAM on a different computer? Is there no way to simply reuse an existing app that was created with GAM create project previously? I now have 6 different GAM projects in my Google Cloud.

You don't. Just copy the config files to the new install.

Don't leave old projects around. Unless you are certain the project is still in use delete it.
