query for users with a missing building id

to GAM for Google Workspace

I've tried many combinations but have been unable to find the correct syntax for a query to show all users that are missing a buildingID. I want to export that list and then update users to the correct locations (buildingID) based on that (updated) CSV. has anybody figured out a query that will work for this?
